The presentation will examine the key factors that contribute to the development of a large-scale, effective and efficient Universal Newborn Hearing Screening (UNHS) program. There are a large variety of UNHS programs across North America and around the world, many of which grew out of small-scale, regional programs. Few programs are truly effective, however, in their ability to deliver required services efficiently and in a manner accountable to funders. Evaluation of successful programs shows the need to establish key components as a basis for program development. We discuss these components along with the dynamic process of program evaluation.
